See attached minute to Mr Edgecumbe about

Mr Hornell seeing the Secretary of State. Mr. Edgcumbe

is replying that Lord Passfield cannot see Mr Hornel] before leaving Town, tho' it may be possible for an interview to be arranged later if Mr Hornell is staying

for some time. In the circumstances it might be

desirable for Sir S. Wilson to see him, when it may

be possible to convince him that there is no

possibility of our Boxer Indemnity policy (at least so far as Hong Kong University is concerned) being reconsidered. Sir C Clementi ought to have realised that our telegram of 15.6.29 (57 on 62708) was final.

There is no use in Mr Hornell seeing the Foreign Office, as he may suggest. In fact it would probably only anger them particularly as it is clear Sir C.

Clementi has been consulting Mr Hornell (and probably

there's think showing him the highly secret telegrams) throughout.

My understanding was, however, that the Secretary

of State wished to discuss with Mr Hornell the affairs

of the University independent of the Boxer Indemnity,

and he may, therefore, still desire to see him later

on, after it has been made clear that the Boxer

Indemnity aspect has been settled.
